I think OP's clip is from a European dance competition where dance partners' names are randomly chosen from a box, and whoever partners up has to do a spontaneous dance.

The special needs-looking girl with the pigtails in R1 was having NONE of that fag shit until the guys started twirling.

The herky-jerky camera movements in R5 make it hard to really appreciate the dancing.

R7 The Nine Pennies band is not amused.

R7 's is my favorite. They both look like they're having so much fun (even if the orchestra isn't).
