She has a loyal fanbase of slightly geeky adolescent males from her work on Veronica Mars (which extended to Heroes, etc.) You won't "get" the appeal unless you've seen the show - she portrayed a great mix of sharp intelligence, cynicism, toughness and vulnerability all at the same time - something not many actresses her age could pull off. Of course, she's not like that in real life, but she can certainly portray that type of character well. Veronica Mars was a great show but it was a flop. Audiences hated it and they really hated the smugness Bell brought to the role. It went on for three tortured years when it should have lasted one great season.

It's unfair to compare her acting to Amanda Seyfried's when they were on Veronica Mars. Bell had to make the best of the role she was given and I thought she did fine for the character she played. For all we know had Bell been cast as Lily Kane and Seyfried as Veronica, people would've argued that Bell was the actress who shined on the show and overshadowed Seyfried because she got the more "fun" role, not because of acting abilities.
Veronica Mars was a good show but it had a very fatal flaw: it was much too heavily serialized and absolutely no one who didn't start watching from day one could drop in. That's why it tanked in the ratings - the key to any tv show's growth is that word of mouth allows it to pull audiences in. I tried watching it a few times after it started and was confused and bored silly because the over-arching mystery made no sense to casual watchers. It wasn't till I started watching from the beginning did I get hooked on it. Rob Mars knew this but when he tried to fix it, the fans complained the stand-alone mysteries were bad. No way could the show win.

The commentary track on Forgetting Sarah Marshall is hilarious - Kristen Bell is supposed to be phoning in her contribution, with everyone else together in a room in LA listening for her, but they can't hear her. Throughout the movie you can hear her saying "Hello?" trying to get them to realize she actually is on the phone. Finally they manage to communicate a bit, and Kunis keeps calling her "Bell!" as if they're the best of friends. You can hear how annoyed she is by the end of the interaction.

She did some good acting the first season of Veronica Mars. She was not bad in the later seasons, but I felt she was not as interested in playing the role and was kind of going through the paces. Her acting in the later seasons was less natural and more you could see the clicks in her mind. Still probably better than most of the WB actresses. Don't think she necessarily has big star quality, but there are worse actresses out there.
