What exactly is a “Film Restoration “?

Here's a short clip from Criterion on the restoration of The Front Page (1931). It's part of a longer featurette on the DVD/BluRay but it gives you a sense of some of the work that goes into restoration.
It doesn't go into the physical/chemical aspects of restoration (color grading and dyes, etc.),
