Nearly all British children, no matter what economic class they belong to, wear uniforms to school. This is the case for both State (public) schools or private schools. In many cases these uniforms include ties and jackets (for boys and girls). Wearing an actual suit is not a big deal for a British boy, he probably wears a version of one to school every day.

I liked wearing sport coats or suits and ties as a child. I had to be talked out of dressing up for elementary school although I was allowed to dress up for religious school. Oddly enough, clothes were the one thing that I had in common with my father. He would take me out to buy clothes and have them properly fitted. Mom was like, "Oh great, they'll be too small in a couple of months."
