More staff might have helped, but it’s often unusually tough to predict the outcome when two storm systems merge as these did. Similar disaster befell Asheville last year, with the flooding worse than had been predicted until that last 24 hours.
I loathe Trump no end but can’t pin this one squarely on him. Camp Mystic itself gets most of the blame for not staying up that night to monitor the very clearly issued Flash Flood Watch (sent out the prior afternoon) amid a shockingly heavy downpour. That camp sits on a designated floodplain at the junction of a river and a creek, and there had been a very similar kids camp flooding tragedy on that same river back in 1987. Camp Mystic staff owed it to their campers to stay up that night 100% ready to evacuate.
