He could be hiding in someone's boat in their yard like the Boston bomber. I see no reason to assume criminal mastermind or a big conspiracy. Not yet anyway. He got away because of the very unusual situation - two cops on a wellness check of another property after the first incident, didn't expect to find him there, they have to render aid to someone at the scene, he's armed so just one normal cop shouldn't chase after him, etc. He got very lucky, but it doesn't mean it's a conspiracy. And his luck could run out the moment he needs to find supplies for survival.
