Paulette Goddard would have been very good but Scarlett was Vivien's role and the film would not be the classic it is without her. Much like Shirley Temple could have played Dorothy but Wizard of Oz would not be what it is without Judy.

She might have been too young, but I think Jennifer Jones could have done it, not as well as Leigh, but I think Scarlett was in her wheel house. Goddard read as too hard...Scarlett WAS hard but not in presentation.

Hedy Lamarr was most similar to Vivian Leigh in appearance.

Scarlett as played by Leigh was very quick— quick-spoken, quick acting, quick tempered—as was Bette Davis.

Ava Gardner, can you see her on the front porch with the Tarleton twins? or Ashley? She looks like she’d eat them for breakfast. She’d be a good match for Rhett though. She’s more lethargic than quick so it would be quite a different character.

I believe the author wrote Rhett Butler’s character with Clark Gable in mind but I’ve never heard who she envisioned for Scarlett (originally named Pansy).

Absolutely no one. Vivien WAS Scarlett . I will go to my grave however,wishing that anybody but Leslie Howard played Ashley Wilkes. Out of a stellar cast he was just rotten.
