One can do a search and find that OP's photo has been around since at least 2010.
One website indicates that it's model, Rodiney Santiago, who happened to be getting quite a bit of press right around that time, because he was hooked up with Reichen Lehmkuhl, and they were both on that Logo cable show, "A List: New York."
When it comes to how much chest hair Rodiney sports, he's had many different looks over the years -- from totally shaved, just trimmed, and other manscaping, He's on Instagram, and his photos indicate he still does that with body hair. IG: rodineysantiago
Here's one of his more recent furrier looks, but still looks trimmed.
