James Carville claims that the Trump administration has already collapsed

What exactly does he mean by that? If the Trump administration had already collapsed, wouldn’t Trump be gone? Or at least not continuing to wreak havoc.

I am in complete agreement that, practically speaking, the Democratic party needs to try to continue to reach the people who voted for Trump. There is no use denying that practical reality. But when it comes to assessing who is responsible for our current situation, the responsibility for that is solely on the electorate and not on the Democratic party. It is not an indictment of the Democratic party that they can't appeal to people so moronic that they believe a president controls the prices of goods and services and can or end wars in one or people so filthy they support a man who calls immigrants rapists and who tries to overturn elections. In healthy democracies around the world progressive parties win without having to refute this kind of godawful nonsense and filth.

Virtually everything the economically disadvantaged rely on to make their lives better---Medicare, Medicaid, Obamacare, Social Security, etc.---originated almost exclusively with the Democrat party and in the face of extreme opposition from the Republican party. The Democratic party does little BUT think of the disadvantaged. There is little evidence the Republican party does.

So, yes, the Republican party is a far more effective party of conmen and has been very effective in duping the American public into thinking that a bunch of the mostly mindlessly moronic and sadistic policies will make the lives of disadvantaged people better. That is a challenge the Democratic party has to meet. The fact that it even needs to meet this challenge is an indictment of the American electorate, not the Democratic party.
