On one hand, they've tried everything else: treatment or jail is an idea whose time has come.
On the other hand, he's so deep, deep inside the SF political establishment that I'm not so sure he's the guy to execute this.

The legal logjam of arresting 3000 people a month? What could go wrong? Does he think getting arrested would have helped him fight his own meth addiction? Or is that the solution for those other "street" fent users?

Why not create indoor safe injection sites? It prevents people from overdosing while exposing them to treatment options. It also keeps people off the streets

At some point the taxpayers deserve to be protected from hordes of drug-shooting, mentally ill crazies taking over the streets. Whether the cops, or courts, or jails are good at solving or fixing this issue or population is never the point! The point is to get them off the streets which should be safe for people not breaking the law and not shitting on the sidewalks. They are good at that!
I walk down West 39th street in NYC almost every day and frequently witness people smoking crack and shooting up. They are breaking the law and even as a liberal I think they have to be arrested. Open psych hospitals if we have to but these activities are crimes and should be prosecuted or society starts to unravel!

R4, ostensibly, and I will repeat, ostensibly, the recent plebiscite allows for people arrested on drug charges to be given a choice between (a) jail time and (b) substance abuse (SA) treatment (tx). In reality, as you mention, arresting this many people will logjam the police, courts, and SA tx facilities.
The real issue is that there aren't nearly enough tx beds for all the potential patients; and there probably isn't enough room in the jails either. Those resource shortages will lead to more lawsuits against the gov't since they aren't able to fulfill the prison/treatment bargain on either end.
I think the more interesting story found on the same page is the one where C Casa restaurants of Napa and elsewhere ceased all operations after being fined by the Department of Labor for child labor violations. It's getting difficult keeping rich people fed and entertained in the manner to which they are accustomed.
