When a news article only refers to a person as “a federal judge” without stating their name, it’s for a reason. The judge is Timothy Brooks, appointed by President Obama. The Arkansas AG and governor knew what the decision would be from Brooks and they would have to go to the Court of Appeals, and possibly the Supreme Court. Arkansas could still lose the appeal, but it was a given they would lose in the district court.
