Part of it (and I would be hard-pressed to say which parts of it) is simply sowing big, bold, ambitious ideas. He cares less that that stick than that they distract from things he can actually do that seem less extravagant in scope but which may have a greater impact on Americans. He likes the attention. He likes being mistaken for a thinker or a man of ideas, so floating crazy ideas draws a lot of attention -- and when the time comes provides either a distraction or a numb acceptance of corruption and ideas that rob from the public to give to Trump and his cronies.

Maybe. There are some dementia symptoms but on this point I think it’s just his constant use of WWE shock tactics. Not much different from his initial speeches in 2015 and the things he said about Mexico etc.
