Murder is a state-level offense. So will Trump pardon Luigi for a muder committed in Manhattan, the jurisdiction of New York State? No, neither Trump nor any future president will be pardoning Luigi unless federal-level charges are added at some point as the investigation continues.
OP needs a middle school-level civics lesson to learn some basic concepts such as our system of federalism and what can be pardoned by governors and the president.
