He cannot, unless the Constitution is amended. The citizenship clause is direct and unambiguous; it is settled law.

He can lead an effort to amend the Constitution. It’s not an outrageous idea, though in this partisan environment, it’s hard to see it getting 2/3rds of both Houses of Congress.

It's nuts to try to amend the Constitution, he has a million other things he promised to do, like deport 8 million people and get the price of eggs down to $1.50 again. The expenditure of political capital to try and accomplish such a task would be enormous. But, he's stupid enough to waste time to try to do it, certainly.

Let him waste his time on birthright citizenship. He's incapable of multitasking and by focusing on the attempt to edit the constitution, he won't be fucking up something else that would have been easier to do. Plus with his clown show Cabinet being overwhelmed with the jobs they weren't qualified for, other than kissing his ass, the country might not suffer as much as it could have.
