Nothing is "alleged" because this isn't a criminal matter. I have no idea if criminal charges will be filed.
IF a criminal charge is filed, a person is NOT "innocent until proven guilty".
If I, in fact, commit a crime, I'm not "innocent".
I did it.
What due procedural rights afford me is that I'm PRESUMED innocent until proven guilty.
That shifts the burden to the state to produce enough evidence to prove each element of the charged crime beyond a reasonable doubt and persuade a judge or jury that they have.
For examples, I didn't see Patsy, John or Burke Ramsey cause the death of JonBenet but, in fact, I believe one of them did.
I didn't see OJ Simpson, by wielding a knife, almost decapitate Nicole Brown Simpson and cause fatal internal trauma to Ronald Goldman, but did he? Of course he did.
But my beliefs don't matter. The only thing that matters is the prosecution meeting their burden.
"Prisons are filled with unsuccessful criminals", are the words of my criminal law professor, meaning that people commit crimes all the time that they'll never be held accountable for, or will not be proven guilty of.
As for any US President pardoning, only if there is a federal crime charged.
Of course, given Trump's cabal on the US Supreme Court, I wouldn't put anything past them to uphold whatever shit Trump wants to do.
