Section 3 of the 14th Amendment wasn’t rejected for being vague. They took a cue from an incoherent 19th century lower court case that said the language “The Congress shall have power to enforce, by appropriate legislation, the provisions of this article” meant that Congressional action was REQUIRED to give effect to the provision. They took it a step further and said that individual states had no authority to enforce the provision.
In effect, they erased it. Until a future Court overturns their decision or Congress passes legislation to give it force.

I went to my local CVS in NYC and it took an extra 25 minutes because every item I had to buy was under lock and key. And only one worker was available to open all the locked shelves.
