It's seems clear that he didn't have permission It looks to me to possibly be a Port Orford Cypress (chamaecyparis lawsoniana), which typically has all those kinds of inner branches. They will probably never send out new growth, plus when you prune trees, you should cut secondary branches to a point just a half-inch or so from the main trunk of the tree, not those jagged stubs protruding out 8- 10 inches. The natural habit of the tree is to have a pyramid shape starting at the ground.

According to the comments there's a person or persons mauling trees like this in the community. Several years ago I was at a light rail station on the weekend. It was just me and an older, wizened homeless guy. He had a pair of small, handheld garden shears going away at it on a tree. The tree was pretty small and ragged and didn't have much vegetation on it. Suddenly, the PA turns on and a voice starts giving him instructions to stop pruning the tree and leave the station. This went on at least until my train arrived. Mental illness, compulsive activity.
I've also come upon out-of-it homeless guys just sitting at the base of lamposts whacking away at their cement bases with a hammer or pick like object til they crumbled. Notice the plural. I've seen it twice.
