Over the last decade or so NYC policy is basically to no longer keep anybody under custody regardless of their previous criminal acts, violent incidents or psychotic behavior. It's a revolving door of taking them in, holding them for a few days and then releasing them into the wilds of the streets to fend for themselves.

It has always happened. But right now it is happening less than in the past, and less than in most major cities, so it seems kind of dubious to focus on it obsessively
