Actually OP I kind of think Merrick Garland hold a little more culpability because when Garland was actually given a post where he was supposed to protect democracy, HE CHOSE NOT TO.
He would have been an absolutely awful Justice and the fact that he even allowed himself to be used as bait (Obama selected an old-school Republican knowing McConnell could either confirm him or gamble on the next President who was widely believed would be Hillary and who would certainly appoint a liberal) shows how craven he is.

Garland knowingly sat on the case and slow-walked it on purpose so that it will be unlikely that Trump would be tried before the 2024 election.
There were so many significant opportunities to stop Trump. McConnell also opting not to convict Trump for his January 2021 insurrection attempt was the more obvious one. A president convicted by the Senate is no longer eligible to run for president again. The guardrails were there and nobody had the gumption to follow them through.
