R2 - I'm sure it's explained in the film, but technically, this had never happened before. Security was lax (which was how the terrorist got in) and the Olympic officials had no idea how to handle this.

The documentary One Day in September is a very interesting (if gory) backstory for what exactly happened & why. Even though you know how it ends, Jim McKay's announcement that the hostages were all dead is still so moving
