Andrew doesn’t deserve anything, but tightening the financial screws too much is likely to have consequences. He’s going to enter into shady business relationships or get in a car accident where someone gets hurt because he’s an idiot and can probably barely drive or even get shot (he’s pretty hate-able).
As dumb as Andrew is, he’s spent decades around the best of British architecture and furnishings. Dated maybe, but quality and not overly trendy. Offering him the architecturally undistinguished Frogmore cottage, the interior of which likely looks like a cross between a Soho house location and a restoration hardware catalogue, is an obvious non-starter.
As disgusting as Andrew is, this is both petty and stupid.

Andrew could just burn bridges and write a memoir. He would make hundreds of millions and be more than set for the rest of his life. His daughters and ex might be a bit upset, but he could redact most of their involvement and just focus on his generation’s blood royals.

R16, I am aware. I do not believe this is reason why Charles is acting this way. I suspect he has always been jealous of Andrew who was his mother's favorite. Now that he is in charge he is settling old grudges.
R19, I am sure she was a money hungry grifter who has a black mother from Compton. But I am sure none of that is the reason she was disliked. Her greatest fault was in the end she refused to sing for her supper on demand like the other relatives do.

For whatever his personal faults, I don't think you can question his dedication to duty. I think if Mummy had told him he must take care of Andrew, no matter what, he'd do it. But given the previous stories about his siblings growing impatient with him, I'm guessing that there was no such mandate & perhaps he realizes in the near future he won't be able to deal with Andrew, leaving Camilla & Wills in a bad spot. He may not like Andrew, but I don't think this is about spite, so much as settling up unfinished business before it's too late.

To be sure a tell-all memoir would bring in some cash but the risk Andrew runs with that is the palace certainly has just as many scandalous secrets of Andrew’s to share and which would be easy to leak.
I’m not sure influence peddling would be very successful for the Duke of York. While he still has his title, he certainly doesn’t have the ear of the King and is persona non grata with the grey men in the Palace. Why would anyone with any sense think getting Andrew on their payroll get them preferential treatment? It seems more likely it would be a black mark against them with the powers that be.
The main danger from any shenanigans from Andrew would be to further isolate Beatrice and Eugenie from the major royals, which is not in their best interests. Fergie will be fine. The girls bought a nice townhouse in Mayfair so at least she’ll have a place to land, if and when they are kicked out of Royal Lodge.
