There is no national popular vote for president. Someone adds up the vote totals from each of the elections for Electors and those totals are presented as the “popular vote”. Since PR doesn’t elect any Electors, there are no votes from there to add into the so-called “popular vote”.

No, PR only votes in the primaries.
However, if they live in any of the states, they obviously can vote in the general.

R1 But they can vote for president. I do know that. So I take it is just ultimately never counted.

5.8 million Puerto Ricans live within the contiguous United States - 3.3. million live on the island.
The 5.8 million can cast votes and it will count for the Presidential election, those votes on the island will not.
There are 213k PRs in Texas, 1.17 million in Florida, 472k in PA, 139K in Ohio, 115k in North Carolina, 100K in Georgia.
If this flips even 10-15% of those voters away from Trump - those are some tasty numbers in the Dem's favor.

R6 - I think a lot of immigrants feel that way about the country they left. It's pretty universal - they love their country but also hate some of the stuff that forced them to move.
