R21, he only "gave" Ukraine Starlink for a few months. The US Defense Dept. began picking up the tab a year and a half ago now. Also, Musk said it was costing him $20 million a month to provide Starlink service for free.
At this writing, Musk's net worth is $275 BILLION. Each month of Starlink cost him 1/13,750th of his total wealth. In other words, this is the equivalent of someone making $137,500 "donating" $10. Golly.
In reality, Musk gave Ukraine satellite access because – unlike Trump – he's not ENTIRELY delusional, and knew that there would be severe ramifications for him within the US if he didn't offer to help. (With that "massive" percentage of his net worth.) This is akin to Trump telling the parents of Vanessa Guillén – the soldier brutally murdered on an Army base, by another soldier (a white man, and she was Latina) – that he'd cover all the expenses of her funeral. This was during an on-camera meeting in the White House.
It was only later that he made his true feelings known to John Kelly: he refused to pay the bill because "it shouldn't cost 60,000 bucks to bury a fucking Mexican!"
Basically the same situation in both: their highly publicized variation of virtue signaling was a cover for their true evil intent.

Like R8, I subscribe to the Journal for their news, and for the most part it's generally good. The "tell" that a story has massively pissed off their readers is if an article has more than 1,000 comments. Since the entire site is paywalled, they never get as many reader comments as WaPo or NYT. Finally, if it is about as literal a change-the-subject comment as it gets, that means they KNOW how bad it is.
At this moment, the Journal article has 4,549 comments. And this is its most liked comment: "The leftists never take a break from trying to create direct or indirect connections between Trump to Russia, mean while, they're never the least bit curious about where the Biden's got their millions. Weird."
While I REALLY wish this would somehow damage Trump, it's Musk who's looking solidly fucked at present. He has multiple DOD contracts for both SpaceX and Starlink. And now everyone knows he's been fellating the enemy. This story didn't start circulating widely until today, a Friday, and should marinate into an extra-spicy scandal by the end of the weekend.
Finally, Repugs are REALLY having a terrible, awful, no good, very bad week. First the Kelly reveals, then the Atlantic ones, and now this. Possibly the most damaging part, at least for American officials, is Musk agreeing to block Taiwan from using Starlink, via direct request from Xi (the part R8 quoted). The ONE thing Repugs & Dems generally agree on is China definitely being a threat.
