The co-op can’t block the transfer of ownership, but they could make them sell. Chances are they cannot afford the monthly charges.

The only problem is that the lawyers will take $2 million of the legal fees owed, PLUS their cut of the settlement first - so these two may not see hardly any money from this. Giuliani is supposed to pay the $2 million legal fees as well.
The lawyers get paid first - trust and believe.
The co-op board will be pleased to get rid of Guiliani - he's become a totally different person that when he was the former Mayor.
