Extremely dramatic headline. Here's an article from a Swiss news site.

In other words, they'll fuck off as soon as one member gets embroiled in a war and so the whole system needs to be set up in a way to allow them to extricate themselves from it at any moment. As always, they're completely useless. But, their money will speed up procurement, so at least there's that.
