It looks like a Colored Pencil filter. Similar filters make the portrait look like a picture was sketched and another makes it look like a crayon drawing.

I don't see the psychedelic angle at all except bright colors.

To me, this is more of a nod to Fauvism, where color takes precedence over the drawing and forms/representation.

The primary aspect of fauvism other than emphasis on color was its retention of impressionistic pictorial convention. The image of the dog is photorealistic, not impressionistic.

Some of the Fauves did manage to incorporate realism in their works though, R32. Some by Robert Delaunay come to mind (though he principally worked more in Cubist abstraction).

That said, I'd agree with R5 as the closest match to OP's image.

I don't think OP's photo has a "particular artistic style." I do think it's just a colorful filter on a photo of a dog.
