^ Exactly. HR usually represented the "least accomplished" people in the building. At my company, there was no way on hell they would have been able/allowed to do interviewing or screening beyond the cursory criminal check. They were Ginni in billing types.

My previous company put HR in open cubicles, and my department sat next to their area.
One of the HR cunts was very dramatic and very loud, so when she was dealing with an employee issue you got to hear all of the gossip.

The employees are the human resources. The Human Resources Dept, however, is the one responsible for getting those employees officially in those positions they occupy and ensures the company is in compliance with labor laws and employment standards. They may be involved in the interviewing and selection process, performance management, administration of employee benefits, organizing and maintaining employee files and documents, and some aspects of recruitment.

R20 - all correct - but also there to protect the company and management against the human resources at all times.
There is a significant amount of labor laws and policies they need to keep on top of - as well as changes in health insurance, 401k, COVID policies, etc.
They are absolutely needed - and it can be a lot of work. Working with execs and trying to persuade them and keep them within legal compliance can be challenging.
And there's a small part of me that feels sorry for them because they have to keep separate from the other employees and not get too close because of objectivity. It's got to be a weird feeling - being the middle person and not really being able to engage with anyone on a personal level outside of superficial conversation.
A lot of people hate HR - for some very good reasons but it's usually beyond the control of HR employees.
I don't think many people in HR fully understand what it feels like to be in HR when they start in that profession. I would hate it. And then all of the drama and personnel issues that need to be involved in - you never see the fucked up CRAZY shit they have to deal with that nobody would want to engage in. There are a lot of troublesome employees and situations that you never hear about.

R27 - for awhile in the 90's and 2000's the term was Human Capital - which is an investment you nurture and use to make everything grow.
Then the 2 economic bursts (2001 and 2008) in the 2000's erased any idea of anything besides enslaved labor.
