It could be Shapiro, but Philadelphia would be a good starting location, regardless of her choice, because Pennsylvania is a key swing state. Let's say she chooses Beshear. Would you expect her to kick off with a rally in Kentucky? If she chooses Walz, would she start with a rally in Minnesota? Probably not. They don't plan the entire campaign route based around a candidate's hometown. Joe Biden didn't fly out to Oakland to announce Kamala Harris. Rappin' Ronnie Reagan didn't fly out to one of the five states George HW Bush claimed legal residency.
They make the announcement through the media, and then do a big in-person rally a day or two later. The location has no bearing on the candidate choice.
