She isn't dumb and it isn't funny. She didn't do anything to antagonize the horse. I heard one of those guards say one day, after a horse grabbed an old woman by her shirt and pulled her down to the ground, that horses don't like the smell of certain people and that's why they do that.

The sign that says not to touch the reins, but says nothing about keeping a specific distance? She approached with jerky movements, but she wasn’t super close. Would I have done what she did? No. But her behavior was not egregious .
