That photo looks like she’s had too much sun. That swimsuit doesn’t suit her, but she could look nice, or nicer, in a better swimsuit. A moisturizer with some sun protection would be a good idea for anyone, but especially someone her age. She’s very pretty and quite slim, but needs better styling and grooming.
