Yes, that's taking entire population into account.

The reason the percentage has gone down is because minorities (blacks, Latinos, Asians, etc.) generally don't circumcise and their numbers have exploded during that time frame.

However, most whites (around 60% of the population) are circumcised, especially if they're moderates or conservatives, who are traditionalists.

Christians also do it because Baby Jesus was circumcised in the Bible (Luke 2:21).
