I think a lot has to do with the shitty audio quality on cell phones to begin with and, as videos are copied, the images and sound degenerate. When that video first came out years ago, I recall I was able to understand everything that was said (I'm a NY native and take that train frequently. I am fluent in ghetto). I listened to this video after reading your comment and realized I couldn't understand a lot of what was said this time.
