OP - What these shortened clips do is lower expectations and they're misleading because they're edited.

When regular people (i.e. non-MAGAs) see Biden unfiltered, they see someone who is slow but is also focused and understanding of whatever the issues are at hand.

Reading about that today, it seems like an odd interpretation by the journalist. I would assume Trump was referring to having a discussion with others about it and possibly formulating his response to what Biden was doing.
