Because he's in the early stages of dementia and is exhibiting phonemic paraphasia. He'll start a word but forget/can't access the next part and substitutes gibberish. Sometimes it happens to more than one word in succession so it can sound like he's drunk. Also, when tired he'll repeat familiar catchphrases like he can't think of what to say next. Drunks have this problem, too.

My father, a real teetotaler due to his blood pressure issues, exhibited these same symptoms during the early stages of Parkinson's. At first I thought it was because he'd gotten new hearing aids and he thought he was being too loud, so he'd mumble intermittently. When he was diagnosed and I leaned about the symptoms, I realized what it was.

I'm not saying this to brag, but I began to suspect dementia about halfway into his presidency. My mother, a lifelong narcissistic too, had Alzheimer's. I just noticed little things in his behavior that reminded me of them. It's only been in the last four months or so that some folks, certainly not the MSM, have begun discussing this. George Conway's going on CNN and MSNBC pointing it out.
