I'm not sure where the OP is getting "libertarianism" from this.
It's hilarious. There are probably dozens of such boats in a seaside town like Seaside, CA. Did EVERY boat owner get told to build a fence?
Sounds more like some neighbor Karen knew someone on the local government.
