So Putin thought Condi Rice was a very attractive lady?
Then, in an odd exchange, Putin mentioned Sergei Lavrov, his chain-smoking, hard-line foreign minister. “Lavrov just returned from London and had problems with his cheeks and lips being swollen,” Putin told Bush. “We might need to take a closer look at what Condi did to him.”
Bush, awkwardly, played along with what seemed to be a bizarre form of xesual innuendo. “Condi is not blind,” he joked.
“And she is a very attractive lady,” Putin replied.
“She is a wonderful lady,” Bush said, then tried to move the conversation along. “Listen, I’d like to get this WTO stuff done in the next couple weeks before we get to St. Petersburg.”

It's telling that even an affable natural charmer like George W. Bush couldn't break through the ice with this cold-blooded murderer. He surely tried his best.
Bush had great success using that schtick on Tony Blair, Angela Merkel, Koizumi, and assorted Gulf royals. But Putin was never disarmed by fresh BBQ or frank conversation in a pickup truck. His mind is always working on the next battle, the next checkmate, the next person to kill. He has no time for humanity.

R5 His greatest political asset was being perpetually underestimated. He's a lot sharper than his critics ever give him credit for, and he's been able to get a lot of mileage out of that by surprising people and surpassing low expectations. It's an extension of his father's personal modesty, but bent a little bit for a younger generation.
Contrast this with JFK, Barack Obama, or Dwight Eisenhower, men for whom universal success was always assumed to be a given. They surprised people by being human and making mistakes.
It's seductively easy to assume someone's a moron, and to dismiss him because of it. And it's similarly easy to assume someone else is a flawless genius, even to one's own disappointment.

It's a decade old by now, but here's a great roundtable about US-Russia relations from three Soviet/Russia experts who also served as senior officials in the US government over the past thirty years.
Albright says Putin hated her instantly, and the feeling was mutual.
Rice says Putin was a little flirty with her, but still an adversary
Gates doesn't evaluate people on emotional impressions, so he was neither hated nor romanced

The corrupt Republicans have had an affinity for Putin and Russia going back to Reagan and Bush 41. That "Mr. Gorbachev, tear down this wall!"" drama was bullshit. With the dissolution of the Soviet Union and the privatization of everything especially energy companies, and mines and minerals, etc. Putin who had been the Deputy mayor of Moscow was able to give away a lot of patronage perks to his buddies, including his judo instructor and build the Oligarch class which now rivals the days of the Tsar and his aristocracy. In fact Putin is the Tsar. Russia loves the GOP.

Russians loved Rice.
CONDOLEEZZA RICE: When you're the American Secretary of State, you're representing American interests and the interests, really, of a host of allies around the world. And you always start from that perspective. But it doesn't hurt to know where the other person's coming from and try to establish some ground. And the best way to build a relationship is to do it before you have to ask somebody to do something hard. And so when I first started as Secretary, I was traveling around the world. I made sure that I got to know people. I'd known some of them, of course, from being National Security Advisor.
But I found that I had a very good relationship with a man named Sergei Ivanov, who was the Defense Minister of Russia. He loved basketball and sports. And so I'm also a sports fanatic. And so we would often start the conversation with talking about the latest basketball. He loved the NBA. And it helped a little bit to establish that we were both human beings. And it wasn't going to change basic Russian positions, it wasn't going to change my basic positions, but it was going to ease the tension in the room just a little.
I will never forget going to Moscow, and the Russians had decided to take us in July to a performance of "The Nutcracker." And it was a little out of season, and it was going to be the beautifully redone Mariinsky Theater in St. Petersburg. And Sergei said to me, do you dislike "The Nutcracker" as much as I do? And I said yes. So we slipped out, and we went to a more modern ballet company and watched them perform. We came back, and we sneaked back in just before the curtain went down.
And as I was leaving, Putin said to me, so did you enjoy the ballet? I couldn't lie, so I said, Mr. President, actually Sergei and I left and went someplace else to watch another ballet. And Putin said, why didn't you take me with you? And so I felt you could sometimes have levity in the relationships. But it helped. It helped to try to get people-- to know people as human beings, even though you sometimes had to have very, very difficult conversations with them.

R44 Yes. She's an accomplished academic but in the real world didn't do well, going right back to 1991 when she wrote a speech now known as the 'Chicken Kiev speech' for Bush Sr in which he advised Ukraine against independence. As well as Bush Jr she also had a strange hold over Bush Sr, "According to R. Nicholas Burns, President Bush was "captivated" by Rice, and relied heavily on her advice in his dealings with Mikhail Gorbachev and Boris Yeltsin."

Not r60. But I'm thinking, perhaps her alarming rubbing up to Brett Kavanaugh, sitting behind him in support during his Senate hearing? After his young, cocktail dress clad clerk sat behind him in the hearing room and shot white power signs to the bank of photographers before his hearing began, Miss Rice was brought in to replace that young woman (who's Latina, IIRC). Why would a former Secretary of State and not a lawyer be zoomed into SCOTUS approval hearing? Oh, dunno...
