Which Secretary of State was the Most Corrupt?

I have a soft spot for Colin Powell, although he let himself get royally fucked over by all the evil men in that administration, letting Iraq and the US get fucked over in turn by his loyalty and weakness. He should've dropped out and ran against Bush in that reelection campaign. I loathe almost all the rest, some of course are far more evil than others. If we're judging solely on the basis of corruption and not murderous mayhem, I'd put Clinton at the top of my list, though I know few here will agree with me. I do think Kerry is a pompous prick but also somewhat principled. As for the rest... they'll all wind up sharing a hot lava bath with Kissinger if they're not already there
