You just go to a library and tell them you want a library card. They ask for your ID, put your info in their system, and print one for you.
You can go to any library in your state. I have 3 different ones in different cities. I used to buy books but since they were stacked everywhere (bedroom, closets, living and dining room) it started looking like a hoarder house so I donated most of them and go to the library now.

While that may be true where you live, it’s not true everywhere. Some library systems are by county and you must be a resident of that county to get a card and that card is only good within the set of that county’s libraries. My public library is city level and I had to show I have an address within the city to get a card. There’s such a thing as interlibrary loans, to borrow materials outside your library system, but that’s a different situation.
