When a commercial vessel enters the Chesapeake Bay at Norfolk, Virginia it is boarded by a Harbor Pilot who captains the vessel up the Chesapeake Bay. That ship was not being “steered” by her Captain but by the Harbor Pilot. There was most definitely a problem with the ship for that accident to occur.

I live in the area and I drive over that bridge probably four or five times a week. I always thought that the possibility of this was very likely. Those poor people that got caught up in that, I can't imagine being in the car and having a bridge collapse. This will screw up traffic in the Baltimore area probably for another three or four years for or recovery and reconstruction. This bridge is the primary artery to the warehouse and fulfillment center areas of Baltimore in Dundalk. This includes major brands like Amazon, under armor, and wayfarer. There's going to be some disruption in goods coming in and leaving the area. They recovered two people alive so far unfortunately it's probably very unlikely there's other survivors. Very sad situation.

from watching the video it doesnt appear there were any vehicles crossing the bridge starting a few seconds before impact. Previous to that lull it seemed to be steady traffic in both directions. We were switching classes and, in the stairwell, a classmate said something like, "We don't need planes flying into buildings!" I thought, "Huh?" During the next period, the teacher rolled the TV to the front of the room and turned on the network news.

One video said it looked like the ship lost propulsion and was just drifting when it collided. Impossible to steer with no propulsion. YOu've got about 20 minutes in water like that before hypothermia starts to get you. But remember it wasn't just the people in their cars falling into the water. It was the bridge, with all that steel and wiring and concrete. So trying to untangle that mess and find people who may be trapped with debris from the collapse it doesn't seem like there will be many rescued. This is horrible.

From earlier in the wide view video, you can see the ship approaching and it suddenly goes completely dark for some time, then it starts belching black smoke and the lights come back on, but they've now drifted out of the channel heading for the bridge. They apparently also tried to drop anchor to attempt to swing the ship away and slow it, but too little too late. This is going to be blamed on ship maintenance and possibly crew management.

I asked a friend at Goddard (PhD in aerospace and works on satellites that measure various of the sun’s “outputs”, for want of a better word): Solar winds, flares, etc.
I just texted him and he said there have been geomagnetic storms lately but he didn’t think there was one last night and if there was one, it certainly wasn’t strong enough to affect the GPS on the ship. There is one today but it’s minor and the only effect will be auroras.

It does look like the ship is poorly placed when the power cuts out. Whoever was piloting it was not in the direction going in between the pillars as if they needed to make too sharp a turn even if the power hadn't gone out. If they were heading towards the opening and the cargo ship was drifting it could have drifted straight through unless current pushed it towards the pillars. But these were pilots especially for the bay so only they could explain what happened with the ship. Yes you can see there is no traffic as the ship hits the pillar and it starts to go down. Emergency lights at both ends of the bridge stopped traffic or it would have been a lot worse.

On Marine Tracker you can see the Dali's path from its pier to the bridge. It's kinda interesting (although sad) to watch the two tugboats that escorted it into the channel.
They released it at about 1:09 AM (one tug peeled off before the other), and headed elsewhere in the harbor. When Dali started to veer off its straight-line at 1:25 AM-ish (approximately three minutes prior striking the bridge), both tugboats suddenly stop, turn back south, and start BOOKING it back toward the ship (in futility). Law enforcement on the ground had maybe 2-3 minutes notice to stop traffic crossing the bridge.

Ship experts say the US is now completely unprepared for these kinds of accidents. We used to have salvage resources pre-positioned on both coasts for incidents in ports, but the Navy has decommissioned the units and are depending on outsourcing the jobs to foreign companies. Also, the default rule is to allow the ship owners to decide which companies to use for salvage, which means they tend to pick the cheapest, not the best or fastest. Since this is now a national emergency situation, the feds need to step in and contract with not one, but many firms and coordinate them. We'll see how that goes.

R347, yes there are maritime/merchant marine colleges, Kings Point NY is one, for deck and engine officers. It’s a very demanding course. US flagged ships—not that many in the scheme of things—are unionized and the salary is very good. You work something like two months on and one month off. On your off time, you can be sent for more training or additional courses to be promoted. It tough on marriages with kids, being away most of the time. Lots of divorces. You have the option of working on non-Union foreign flagged ships, less money, maybe less scrupulous shipping companies but there are a lot more jobs and you won’t need to wait for someone to retire to get promoted.
Also, it’s not a job if you want to see the world. Turnaround times in port are minimal and 99% you’ll be at sea. But you’ll save a lot of money.

Has any official discussed the possibility of alleviating some of the traffic problems caused from having no bridge by bringing in car ferries like they have up in the Puget Sound area of Washington State? Some of the WADOT ferries can accommodate over 200 vehicles per crossing. Clinton-Mukilto is one of the busiest.

What really floored me was I saw a Corps of Army Engineers guy interviewed on NBC about what they will need to do in order to open just the port back up.
Apparently, those ships are so fucking huge and loaded that they nearly scrape the riverbed so they have to remove every last bit of bridge steel plus all of the cargo debris from the bottom of the river so the other cargo ships don’t get hung up on it.
They will have to send divers down plus bring in special cranes that can handle that sort of weight.
I had no idea those ships came that close to the bottom of the river. That’s scary.

The employer should have made sure that their presence and contact details were known.
Are you unfamiliar with the safety documentation which should be filed before every single job commences in the construction industry? They were construction workers carrying out maintenance.

I think most of us probably don’t know about that paperwork R490. How does it work at 1:30 in the morning? Is it supposed to be in a system where an emergency responder can put the location and time in computer and have the computer automatically generate text alerts to the workers on duty? Or is it something where you’d need someone who works in the department that oversees construction to get up, log into a system and look for it?

Elderlez, anyone involved in working on sites where construction/maintenance takes place knows that the documentation outlines scenarios like the one which has occurred and even more unlikely and/or disastrous ones, but more importantly identifies the relevant contact people who are running the site and carrying out the work.
In this instance, there should have been paperwork and inductions carried out every time a new staff member carrying out work started on the job, and the supervisors/comms people already had the relevant contact numbers in their phones and were familiar with whether there were humans working on the bridge or not during their shift. Working as a bridge comms? Need to know when starting your shift if there is a work crew on the bridge and how to contact them.
Safety procedures were either not implemented or not followed. Someone's head HAS to roll for the resulting loss of life. If there was enough time to close the bridge, there was enough time to call the supervisor of the construction/maintenance workers. Instead, the comms people didn't even know they were there. Not good enough.
As someone who works in the construction industry, it's unbelievable that the loss of life in this disaster is treated so cavalierly.

There was an audio released of the - I guess port authority? Or whoever was responsible for closing the bridge saying they knew the workers were there but didn’t know how to reach them.
It’s in the audio that was released right after the collapse between the Dali captain and (I guess) the port authority. You can clearly hear the port authority guy say there are workers on there and that some needs to get down there and warn them or call them. This is prior to impact when they closed the bridge.
So the port authority knew they were there, but didn’t seem to have a way to reach them. From what I heard, the workers were taking lunch and sit in their vehicles. Still, they should have had a radio or something in case of emergency.
