Not odd at all. For example, it is standard practice in Iran to execute political prisoners by claiming they were homosexuals, because it looks (marginally) better for the regime. Same in Turkey and some Arab countries when it comes to Mossad agents – they arrest political opponents by accusing them of being Mossad agents. It's sort of a running joke by now, Turkey did it again just last week.
