What happened with this cold wave, is that the jet stream (polar vortex) dipped lower than it usually does.
So it's not a "West to East" sort of storm, but rather a "North to South" thing, where the cold air went farther South than it usually does.
In Seattle, the cold air usually stays to the North, which is why the city mostly gets rain and temperatures in the 40's in the Winter, and not snow.
In this particular case, the cold air from the North dipped all the way down to Oregon (because of the jet stream), and that's what's bringing the cold weather.
Therefore, I don't think that the East Coast will get these extremely cold temperatures.

New England temps are supposed to drop into the twenties next week. Funny how I never felt really cold when I was a kid and the winters were more brutal. Enjoy youth while you have it.
