The nicest blue eyes on famous people I’ve ever seen were Jude Law and Leo DiCaprio. Both of them had incredibly beautiful, bright, sparkling eyes.

Elijah Wood.
He has sparkling blue eyes, like I've never seen on any other actor.
It was especially prominent in Lord of the Rings, particularly against the backdrop of his pale skin.
