Most people are opposed to biological men in women’s sports, transitioning minors and intact men in women’s locker rooms/changing areas. Those issues weren’t big issues that people vote/voted on.
Abortion, economy, health care, and crime are universal issues. Trans issues are fringe and fringe issues for or against don’t decide elections.
Youngkin was the GOP’s latest anti trump hope for 2024 and he didn’t deliver.

R13 Gay marriage was a fringe issue after Mass. legalized it in the '03 & it decided many elections until Obama came out for it while prez. Bush 2 even came out for a Con. amendment banning it in order to get a 2nd term in '04.
Also the Kentucky GOP guy for Gov. campaigned on those trans issues to get in office & we saw how that turned out for him in the Bluegrass state of all places LOL.
Some of the GOP in Virginia went after the trans in that state in order to get more power for Youngkin & we saw how that turned out. The trans democrat also was returned for another upcoming term.
The Penn. GOP made trans issues a part of their local school board elections & that also didn't turn out too well for them either based on what I read.

Beshear was visibly active after the floods and tornados. He got help to the people who needed it, and it arrived quickly. He returned to those areas many times to see the progress and talk to the people individually. He worked hard to build a new bridge to Cincinnati without charging a toll, as was initially planned. He succeeded.
It's not so much what he believed than what he did. Action got results. He was rewarded.
