Yes, in California, but it’s a bit more complicated in Kentucky because Mitch got the state legislature to pass a law that requires the replacement Senator be of the same party as the retired (or deceased) Senator.
Kentucky’s Democratic Governor, Andy Beshear, has a credible argument that the recently enacted law doesn’t pass Constitutional muster (which was in his veto statement), and he plans to either challenge or ignore it. But it’s not a slam dunk because we all know that his choice of a Democrat will be immediately contested in court.

People don’t want to retire! All our company’s senior staff are very close or over retirement age yet still come in. Sitting at their desk surfing and walking around to see who showed up. My mother had Parkinson's for thirty years. I can't offer anything in regard to potential causes of McConnell's freezing, but I while know first-hand how horrific this sort of thing can be having lived with it for thirty years, I have no sympathy for McConnell at all. The turtle looking up into the side at the beginning of the episode, could indicate seizure activity, most likely focal(scar tissue from concussion). He had a concussion in March now he’s having these episodes frequently enough for them to be caught on camera. Watch carefully at the mouth movements that he makes that’s also an indication of focal seizure. It causes impaired awareness, but not complete unconsciousness.
It makes a person unable to speak, and no matter how hard they try. They can’t actually get back into full consciousness or control their mouth.until the seizure is done.
TIA looks similar, but since he had a concussion in March, I vote for the seizure cause

R118, I had a good friend who died of Parkinson’s at a young age (early 60s) and these look very similar to the freeze bouts he would get. He would freeze up and not be able to move or speak. They would last about 20-30 seconds. That’s what I think is happening here. Usually, they would happen when his medicine was wearing off, right before he was due for another dose.
Btw, he said they were incredibly painful and horrible to go through.

I initially thought it was one of two things; a mini-stroke or Parkinsons symptoms. Since he was able to respond after less than a minute, it was more likely to be Parkinsons. His staff are obviously aware of what his condition is and are more concerned about how he is perceived publicly rather than an immediate health concern.
