They can't get volunteers, so they have to rely on paid labor - Usually temps, usually unskilled, and usually unreliable.

The GOP used to have a coalition of human-powered interest groups (church groups, Eagle Forum, the NRA, state chambers, and Young Republicans), but volunteerism is on the decline and those groups are now focusing more on canvassing for their own interests rather than for a political party's. Also, young people and suburban mothers are fleeing the party in droves, robbing them of another formerly reliable bloc of volunteer canvassers. Democrats still have young people, women's groups, organized labor, and the gays. And Democrats are more motivated than ever to fight fascism and restore the rights of women and anyone with a library card.

The two parties' messaging also plays a part. Democrats' message is akin to "Restore your rights, clean up this mess, and build a better future." Republicans' message keeps getting sidetracked into "Your life sucks, and it's a Mexican's fault, and this tax-cheating orange rapist is the only one who will save you losers from despair!"

The GOP's remaining base - old people, bumpkins, Rust Belt wifebeaters, and unemployable hicks on disability - are horribly unreliable as volunteers or even as paid labor. This report seems to bear that out, especially in races they might've won with a better ground game.

At least Hersh still has his law enforcement credentials to fall back on, so he's not totally unemployed. Even after paying for all of those abortions, he has at least seven or eight kids to support (so far).
