In the U.S., long hair and whiskers/facial hair became fashionable for men during the Civil War (1861-1865) and for some time afterward.
That started to change in the 1910s.
By the 1920s, most men were short-haired (i.e., slicked back) and clean-shaven until the mid-1960s.

And through the Edwardian (1901-1914). After I watched James Cameron's movie many years ago, I researched the TITANIC and the customs of the time. They were still doing that and the following in 1912:
- After they were breeched, young boys wore short pants until they came of age (around 15) and then graduated to long pants.
- Similarly, young girls wore knee-length dresses and their long hair down until they came of age (around 15) and then graduated to long skirts and corsets and wore their hair up.
All that changed in the 1910s, post-WWI.
