Fred Astaire was balding by the time he began his film career and never appeared on screen without some kind of hairpiece.

Fred Astaire was lucky.... a rug was easily able similate his natural hair which was very thin in 1919

I think, nowadays, more male actors are likely to opt for plugs over rugs, like Joel McHale. That said, I remember seeing Thomas Calabro from Melrose Place on the Wendy Williams show and he described how the hair and makeup folks made him a little hair yarmulke that they'd sew in for him to cover his bald spot so maybe it's more common than I think.
