How would statewide policies be administered with a hodgepodge off school principals deciding which policies they liked and didn't like.

Perhaps this is too optimistic on my part, but this latest Trumpy proclamation just *reeks* of desperation and a vane attempt for relevancy; he's forced to appeal to the hatred & anger of the MAGA Facebook Moms who are still pissed about schools implementing COVID protocols & want to strike back at local administrators. I'll bet Ron wouldn't waste his time on such a bullshit stunt - he'd brag about how he was going to have unpopular school administrators killed, or some such thing.
