That may be the case "all over the world" but in the criminal justice system in England and Wales that would not have been the case. I know because I worked in the criminal justice system, specifically youth justice, over that period.

Again, there is no way a child under 16 would have been charged with rape for having consensual sex with another child of a similar age.
