Small waists are over-rated these days, but back then, they meant something, they were prized.
And that's why trousers and speedos were always worn up on the real waist (bellybutton height) and cinched in tightly. It was an entirely different aesthetic, as foreign to us today as petticoat breeches and pumpkin hose.

r10 Indeed it is. It's amazing it got by the censors. Those hi-rise trunks covered the navel. Crazy that NAVELS were censored. I'm surprised there are some '40s photos of Payne with an unshaven chest.
